  Agree completely with early intervention in year 1 and year 2. If needed children should be allowed to repeat the year to better grasp the basic skills. It impossible for teachers no matter how hard they try to individually cater for students who are very far behind in most basic skills. Complementary teachers should be given more importance in the early years so they can reach more children who need attention in basic skills and not used to replace class teachers when there is a lack of teaching staff!!
